FIR Annual Report Distribution Email Setup and Changes after Annual Submission

This page provides instructions on the annual re-establishment of FIR and Nx Report Distribution emails and subsequent changes to a Part D sponsor’s (sponsor) email distribution outside of the annual process. The contract information provided is used to distribute FIR and Nx reports and email notifications related to FIRs and Nxs.

Annual Establishment of FIR and NX Report Distribution Emails for Plan Sponsors

Beginning January 1, 2017 the Part D Transaction Facilitator (facilitator) will implement a full file replacement process for report distribution lists to ensure that a sponsor always has a comprehensive record of individuals receiving the reports. Therefore, it is imperative that the distribution list contain all sponsor employees who receive each type of report for the upcoming year. Any required updates after the initial submission can be made by either omitting an individual (for those that need to be deleted) or adding an individual (for those that need to be added); however, each update file submitted should represent all individuals that should receive reports.

The annual distribution list notification is documented the CMS Memos "Preparation for 2017 Contract Year with Coordination of Benefits Activities" dated 10-5-2016 and "Change to Distribution of NX and Automated TrOOP Balance Transfer Performance Reports" dated 9-23-2015.

As indicated in the memos, this list may only contain emails for the sponsor sponsor. Business associates of the sponsor such as PBMs may no longer receive these reports from the transaction facilitator.

Please complete the ATBT and NX Report Distribution Email List for 2015-2018 and submit the completed form to TBTSupport@relayhealth.com no later than December 16, 2017 in order to be effective as of January 2, 2018.

It is highly recommended that sponsor develop a single email for their sponsor (for example: ATBTreports@sponsorxxx.com) and then create their own internal distribution associated with that single email. This reduces the complexity of annual refiling of distribution emails.

Any existing emails will NOT be rolled over into the new plan year. Sponsors that do not complete and submit the ATBT and Nx Report Distribution Email List for 2014-2017 will no longer receive reports as of January 2, 2017. A list of sponsors with reports that do not have emails associated with them will be posted to the MediFacD website and provided to CMS.
